I like most of those changes, but the kill mission changes sound a little dodgy to me.
If possible, I think dialogue on/off should be a UI option. Though I can see how dialogue can seem like wasted work if you think most people are just going to turn it off.. most people do like to read the dialogue, just not over and over again. ;)
I like the idea of agents offering asteroid belt kill missions. Like, "Kill 5 Blood Raider Cruisers in Constellation X." While that is sort of like bland quests in other games, at least having them in EVE works decently. You wouldn't want to do them all the time.
I dislike the idea of hunting grounds with fast-spawning enemies. Really, really dislike it. I understand if the goal is to have them for missions, but they'll just end being grinded. I think everyone prefers instanced kill missions. Can't non-deadspaced instances still be created, even if they just replace current missions? Wave attack missions are something I'd be particularly sorry to see go.
If that's absolutely not possible.. well.. I dunno. Frankly I think you'd be better off with the current system if the new system requires scrapping instanced kills altogether.
What I think everyone really wants is kill missions with friendly NPCs in them. Industrials under attack, a group of navy fighters needing assistance, that sort of thing. If it was coded that way, you could even make the bonus conditional on surviving friendlies rather than time.
I've heard talk of CCP wanting to do missions where NPCs ran from you and you had to chase them, and that'd be great
I like the thought of having more agents in space, although you wouldn't believe the number of newbies that get ****ed off at the Nikvar guy in Chaven because they can't find 5 Blood Raider Copper Tags before the mission deadline runs out (it counts as an important mission). What would be really neat is if you could find agents in their own deadspace sort of things, and what would be really, really neat is having pirate agents in highsec hiding out at moons or somesuch, and maybe even changing position from time to time. (Something else you could put in Pirate Logs...although.. that seems backwards.)
More dangerous courier missions would also be nice.
